hina plans to boost rural development via digital technologies

China plans to promote the applications of digital technologies in rural areas to boost local development.

As a step towards rural modernization and transformation, digital rural development play

s a crucial role in rural revitalization and building a digital China, according to the guideline jointly issue

d by the general offices of the Communist Party of China Central Committee and the State Council.

The country has vowed to achieve initial development of buildin

g digital villages by 2020, with 4G internet accessible to more than 98 percent of the adm

inistrative villages and the digital economy growing rapidly in rural regions, the guideline said.

With the upgrading of internet technology, 2025 will see a n

otable narrowing of the urban-rural digital gap, the establishment of various ent

repreneurial and innovation centers in rural areas, and an intellectual rural logistics system.

However, not everyone in the poverty-stricken areas want

To encourage them to move, Guizhou authorities have used a better schooling for their children as bait,” said Zhang Qing of Guizhou’s provincial Education Department.

“More than 130,000 children will be enrolled in the 1,600 preschool facilities and primary and secondary schools near their urban s

ettlements. Also, 333 nurseries and junior high schools will be built to enroll some 50,000 relocated children,” Zhang added.

To promote educational development and cultivate more high-quality teachers in the country’s central and w

estern regions, China launched a State-level training program for rural primary and middle school teachers in 2010.

Primary school teachers in Guizhou have joined the training at Beijing Normal University.

In September 2014, President Xi Jinping met with teachers from Guizhou who were r

eceiving training at Beijing Normal University. The group of teachers later wrote a letter to Xi.

In a letter of reply to the Guizhou teachers, Xi asked them to lead education reform in poor areas.

A national registry dedicated to clinical trials involvi

ng cell technologies should be established to promote greater transparency, they said, so that before a trial begins scient

ists would need to pass an ethics review and provide a list of names of all participating scientists and institutions.

Universities and research institutes should strengthen education a

nd training in bioethics and scientific and medical professionalism, covering research sci

entists and students of science, medicine and the humanities at all levels, they said.

In addition, more efforts should be undertaken to eliminate prejudice agains

t people with disabilities, which exists in the minds of some scholars, they said. Following the gene-edited baby inci

dent, government departments have vowed to improve supervision, and new regulations are being made or revised.

Overholt said that China’s past opening-up has been

s landmarks of the International Horticultural Exhibition 2019 Beijing China, the China Pavilion and the Intern

ational Pavilion are attracting large numbers of visitors thanks to their unique designs and functions.

Covering an area of 5 square kilometers, the expo is being held in the capital’s Yanqing district.

Following the ancient wisdom of the Chinese people, the China Pavilion takes the sh

ape of a green building that can “breathe” and has “life”, as described on the exhibition’s official website.

Core portions of the pavilion are composed of terraced fi

elds. Functions of both irrigation and insulation are at play, and

the fields help reduce energy consumption of the building while also offering heating or cooling functions.

The drafts were presented by the NPC’s law committ

tee to the National People’s Congress Standing Committee during a bimonthly session that began on

Saturday. In August, the Standing Committee began a preliminary review of all six parts and 1,034 items of the civil code.

Another health related item added to the code addressed human testing for new drug

s or treatments. It provides that all activities involving human testing must protect the subject’s health.

These activities include developing new drugs, medical equipment and prevention and treatment methods. They now

require approval from an ethics committee, as well as by competent authorities.

The draft amendment to the Drug Administration Law said the nation should encourage the development of new

drugs, according to Cong Bin, a forensic expert and a senior legislator on the law committee.

The monkeys implanted with human genes developed bett

better short-term memory and faster reaction times compared with the control group, acco

rding findings published March 27 in the China-based journal National Science Review.

The study also found that transgenic monkeys’ brains took longer to develop, in a similar fashion to humans.

The experiment has divided the scientific community however, with a number of Western scientists criticizing it as uneth

ical, while some went as far to suggest, perhaps ironically, that it could lead to a Planet of the Apes-type scenario.

The Kunming Institute of Zoology told China Daily in a statement that the experiment was ethically approved in 2010.

In 2015 the animal rights committee of Kunming Biomed International, a research organiza

tion specializing in nonhuman primates, also declared the animals were being treated humanely in every

step of the experiment, in accordance with domestic and international regulations, the statement said.

As one of the most recognized movie events in Chin

ina, the festival-which will be held through April 20-recently announced 15 nominated fil

ms, including The Composer, which will contend for the festival’s top honor, the Tiantan Award.

Inspired by a speech made by President Xi Jinping during his v

isit to Kazakhstan in 2013, the film looks back at the life of Xian, a music

ian who was once a household name and best known for his epic work, Yellow River Cantata.

When the Great Patriotic War (the Soviet Union’s defensive war again

st the invasion of Nazi Germany) broke out in 1941, Xian-who was assigned by the Commu

nist Party of China to work in Moscow-found himself stranded in Almaty, the largest city in Kazakhstan.

With the help of Kazakh musician Bakhytzhan Baikadamov and his family, Xian spent his final years living out the war in K

azakhstan, where he concentrated on writing music. In early 1945, the musician who was suffering fro

m multiple diseases was sent back to Moscow, where he died in a local hospital on Oct 30 the same year.

Baoxun pays 1,550 yuan for each ton of sludge it sends

to qualified waste disposal operators. But it only paid 300 yuan per ton to individuals

who carted it away to carry out unauthorized disposals, Xinhua News Agency reported.

Qiu, the environmental official, also acknowledged that capac

ity for authorized hazardous waste treatment is unevenly distributed across the country and enterp

rises in areas with inadequate capacity could be dissuaded from lawful practices by high disposal costs.

“The country‘s complete industry chain means that we

generate a large variety of hazardous waste. The treatment is technically demand

ing and it can be hard for some regions to have the capacity to handle all types of hazardous waste,” he said.

Wang said most companies with treatment licenses are located in the Yangtze a

nd Pearl river deltas. The treatment capacity in regions with high discharge of hazardous waste, including Shand

ong, Henan and Hunan provinces and the Inner Mongolia autonomous region, however, remains insufficient.

Preparatory tests for manned space station mission to star

China will start launching preparatory tests for its manned space station

mission in the second half of this year, according to the China Manned Space Agency.

The agency said in a statement on Monday that the core module of the space station, a Long M

arch 5B carrier rocket and payloads to be carried by the rocket’s maiden flight will be transported to the Wen

chang Space Launch Site in the island province of Hainan in the second half of 2019 to conduct joint tests and drills.

After those tests and drills, the Long March 5B rocket will carry out its debut flight at the Wen

chang site at a proper time, the agency said, without giving an exact time for the launch.

Sources close to China’s manned space program said that after the maiden flight, Long March 5B will be tasked with lifting part

s of the nation’s first manned space station into space where those parts will be assembled by astronauts.

Currently, the space station’s core module and a Long March 5B are under construct

on, the agency said, adding that it is also selecting and training astronauts for this mission.

5.PRECISE MEASUREMENTS OF THE GRAVITATIONAL CONSTANT

Chinese scientists have calculated the most precise value of the gravitational con
